Abstract:
In conditions wherein the enemy is primarily intended to change the political system of the Islamic Republic of Iran which has long relied on its people and has a very robust popular stand and while the enemy is pursuing to paralyze the critical infrastructures and establishments and render them useless in order to disrupt the balance of governing people and causing discontent among them so that they face financial and mental pressure, the geography of war and governing people will overlap. In other words, the enemy is inflicting damages on our infrastructures, exactly where the people are living. While the country is attempting to primarily defend itself, providing services to the people and society turn to a crisis. In regard to the complexity and breadth of the future war and all-out threats in social, economic, political, cultural domains and the need to sustain the infrastructures, as well, and concerning the background of three decades of strong presence of the Mobilization Forces in the country and the proof of its effectiveness and efficacy, particularly during the Eight-Year Holy Defense, determining its roles in various arenas of passive defense is of utmost importance.Thus, passive defense as a comprehensive subject in the different arenas and sections throughout the country can help the country to consider the Mobilization Forces as a huge force in the geography of our country being equipped with various specialties. On the other hand, the Mobilization Forces should be equipped with technology and an awareness of passive defense pertinent to its assigned agency in order to manifest its capabilities, readiness and qualifications.In this essay, basic definitions related to passive defense and Mobilization Forces are provided first and then the priority of the Mobilization Forces in the passive defense domain is dealt with. Then specialized areas related to passive defense in which Mobilization can play an impressive role are introduced, later the Mobilization vision from the passive defense viewpoint will be applied and the dimensions and the way Mobilization can participate in the passive defense in the two general and specialized domains and expectations from the Oppressed Mobilization Organization in these domains are expressed and finally some suggestions will be made for further research.
